Nevear is a leading custom apparel manufacturer

Clothing Manufacturing for Los Angeles Brands

Nevear makes custom clothing for Los Angeles brands, from a first run of 50 pieces per item to around 50,000 pieces in a single shipment. We produce through partner factories in the US, the UK, Pakistan and China, and bulk orders usually arrive 3–4 weeks from the order date, shipping included.

This page covers what is specific to building a clothing brand in LA: California's garment worker law if you produce locally, the seller's permit you need to sell, and what imported clothing costs at the border.

Why Los Angeles brands work with Nevear

  • Small first runs. Our minimum is typically 50 pieces per item, so you can test a drop before committing to hundreds of units. Read what MOQ means for how order size changes the price.
  • US-made or imported. Produce with our US partner factories to avoid import duty, or in the UK, Pakistan or China when the price per piece matters more. The table below compares the duty.
  • Room to grow. The approved sample carries through to repeat orders of up to around 50,000 pieces in a single shipment.
  • A predictable timeline. Samples take 2–3 weeks, and bulk orders usually arrive 3–4 weeks from the order date, shipping included.

We make hoodies, t-shirts, shorts, swimwear, sportswear, tracksuits, jackets and caps for brands across Los Angeles.

If you produce in California: the Garment Worker Protection Act

California's Garment Worker Protection Act (SB 62) took effect on January 1, 2022. Garment workers in the state must be paid an hourly rate of at least the minimum wage; paying by the piece is banned.

The law also reaches brands. A business that contracts out garment manufacturing in California, which the law calls a brand guarantor, can be held responsible for unpaid wages at its contractors, however many layers of contracting sit in between. Brand guarantors must keep records, such as contract worksheets showing the agreed price per unit, for four years.

Every business that manufactures garments in California, contractors included, must register with the state's Labor Commissioner.

Selling in California: seller's permit and resale certificates

Clothing is taxable when sold at retail in California. If you are engaged in business in the state and sell taxable goods, you need a seller's permit from the California Department of Tax and Fee Administration (CDTFA). The permit is free.

With a permit, you can buy stock for resale without paying sales tax by giving your supplier a resale certificate. That can be form CDTFA-230 or your own document with the same details: your name and address, your seller's permit number, a description of the goods, a statement that they are for resale, the date and your signature.

The certificate only covers stock you will sell. If you take items out of that stock for your own use, you owe use tax on what they cost you.

Imported clothing: what you pay at the border

The Port of Los Angeles has ranked as the busiest container port in the Western Hemisphere every year from 2000 to 2025. Together with neighbouring Long Beach, it handled about 31% of US containerized international trade in 2025. Whatever the port, imported clothing pays the US duty below.

Example: cotton T-shirts (HTS 6109.10.00, 16.5% base duty) as of October 2026. Base duties differ by product.
Where the clothing is madeDuty into the US
USANone
UK16.5% + 10%
Pakistan16.5% + 10%
China16.5% + 12.5%, plus 7.5% on many lines

Our US guide explains each rate, the tariff changes of 2026 and the FTC rules for labeling clothing sold in the US.
