Clothing Manufacturer for UK Brands
Nevear makes custom clothing for UK brands, from a first run of 50 pieces per item to bulk orders of thousands. We work with partner factories in the UK, as well as in France, Germany, Croatia, China, the US and Canada.
This page covers what matters when you produce for the UK market: making in the UK or abroad, import duty and VAT, the labelling rules, and how an order works.

- Minimum order
- Typically 50 pieces per item
- Made in the UK
- UK partner factories, so no import duty
- Duty on imported clothing
- 12%, or 0% from the EU and Canada when origin rules are met
- Import VAT
- 20%, or 0% on young children's clothing
Why UK brands work with Nevear
- Small first runs. Our minimum is typically 50 pieces per item, so you can launch or test a style without committing to hundreds of units. Read what MOQ means for how order size affects price.
- Room to grow. The same pattern and approved sample carry through to repeat orders in the thousands.
- Made in the UK or abroad. Produce with our UK partner factories for a short supply chain, or overseas for a lower price per piece. The table below shows what each choice means for import duty.
- Your brand on every piece. Custom labels and hangtags, carrying the fibre content UK law requires.
We make jeans, t-shirts, hoodies, jackets, sportswear, tracksuits, shorts and caps, and we work with brands across the UK, including in London, Birmingham, Bristol and Glasgow.
Made in the UK or made abroad: what you pay at the border
Clothing made in the UK pays no import duty. Clothing made abroad pays the UK's normal rate of 12%, unless it comes from a country with a UK trade agreement and meets that agreement's rules of origin.
| Where the clothing is made | Duty into the UK | Notes |
|---|---|---|
| UK | None | No import. The shortest supply chain, and an honest "Made in the UK" label. |
| France, Germany, Croatia | 0% or 12% | 0% under the UK–EU Trade and Cooperation Agreement only when its origin rules are met. For clothing, that usually means the fabric must be knitted or woven in the UK or EU as well as sewn there. |
| Canada | 0% | Under the UK–Canada trade agreement and CPTPP, when the origin rules are met. |
| China | 12% | No UK trade agreement. |
| US | 12% | No UK trade agreement. |

Import VAT on clothing
Import VAT is charged at the standard rate of 20% on imported clothing, calculated on the value of the goods including shipping and the duty. Clothing designed for young children is zero-rated when it meets HMRC's conditions, so no import VAT is due on it.
If your business is VAT-registered, you can use postponed VAT accounting: you declare the import VAT and reclaim it on the same VAT return, instead of paying it at the border. Your customs agent needs your instruction before the goods arrive.
Labelling rules for clothing sold in the UK
The legal labelling requirement for clothing in the UK is fibre content, under the Textile Products (Labelling and Fibre Composition) Regulations 2012. The manufacturer or the importer into the UK is responsible for it, so as the brand importing your stock, plan the label before production.
- Approved fibre names. Only names on the official list can be used, and "pure" only for a garment made of a single fibre.
- Percentages. Fibres are listed with their percentages, under detailed rules for blends and trims.
- In English. If parts of a garment have different fibre content, each part is shown.
- Online too. If a product can be ordered from its description alone, such as on your website, the fibre content must appear in that listing.
Most brands also add care instructions, usually with the standard care symbols. Any "Made in" claim on a label must be accurate, and children's nightwear has its own safety and labelling rules.
